Job Description

Disaster Recovery Engineer

Personal Services Contract (5 – years)

 

The Department of Justice and Public Safety, NB Emergency Measures Organization is seeking an individual to join the Recovery Services Agency as a Disaster Recovery Engineer working from Fredericton but traveling throughout the province. 

 

The Disaster Recovery Engineer will be responsible for processing all Provincial, Municipal and Mitigation financial claims for the Disaster Financial Assistance Program.

 

Responsibilities

 

Municipal Claims

 

Ensure that the Disaster Financial Assistance Arrangements requirements are met by:

  1. completing a site visit of damaged infrastructure owned by the municipality to ensure that all repairs were done to specification as per the pre-disaster damage assessment engineering for capital repair/recovery report submitted by the municipality;

  2. document any betterment and if it was for current regulations or standards;  if betterment is not due to a regulation or standard then advise on potential mitigation proposal;

  3. administrative/response costs, photocopies of municipal documentation such as invoices, proof of payment and evidence;

  4. capital repair/recovery costs, photocopies of municipal documentation such as contracts, tenders, invoices, proof of payment and evidence of municipal compliance; and

  5. a detailed report capturing the information collected including pre-disaster conditions, damage to infrastructure, photos, cause of damages, emergency response, actual costs incurred and audit verification information.

Provincial Claims

 

Ensure that the Disaster Financial Assistance Arrangements requirements are met by:

  1. completing a site visit of damaged infrastructure owned by the Province to ensure that all repairs were done to specification as per the pre-disaster damage assessment engineering for capital repair/recovery report submitted by the province;

  2. document any betterment and if it was for current regulations or standards; if betterment is not due to regulation or standard then advise on potential mitigation proposal;

  3. administrative/response costs, photocopies of Provincial documentation such as invoices, proof of payment and evidence;

  4. capital repair/recovery costs, photocopies of provincial documentation such as contracts, tenders, invoices, proof of payment and evidence of provincial compliance; and

  5. a detailed report capturing the information collected including pre-disaster conditions, damage to infrastructure, photos, cause of damages, emergency response, actual costs incurred and audit verification information.

Mitigation/Innovative Recovery Solutions

 

Review mitigation and Innovative Recovery Solutions proposals to ensure that proposal is for flood proofing and make recommendation to move forward.

 

Site inspection of completed work and make recommendation for payment.

 

Meet with both the Private and Public Sector to provide advice and guidance on about possible mitigation projects.

 

Essential Qualifications

 

Degree in Civil Engineering

 

Registered member of the Professional Engineer with the Association of Professional Engineers and Geoscientist of New Brunswick

 

5 – 7 years of experience

 

Possession of valid New Brunswick Class 5 driver’s license

 

Written and spoken in English.

 

Must be knowledgeable in Microsoft applications.

TECHNICAL COMPETENCIES:  The successful candidate will possess the following technical competencies:  Ability to Use Office Technology, Software and Applications; Planning and Organizing Skills.

Salary: Engineer 2 ($2,160 - $2,886)
